Explorer is developed by Attitude Media, whose primary mission is the development of sophisticated media centered websites and web apps. Attitude Media also publishes books in print and electronic formats.

While Attitude Media is based in the US, the Explore application was developed using an internationally distributed team of contractors. Designers have been based in Venice, California and Phoenix, Arizona, as well as Bangalore, India. Computational linguists from Berlin, Seoul and India have worked on the algorithms. Project managers have been based in Phoenix, Bangalore and Berlin.
